There should be a minimum of 20% energy cut down and they would be eligible for the reward. The Chicago Home Star Energy program also rewards vehicle owners who can save fuel by taking up public transport or by using battery operated vehicles. Since the vehicular pollution is one main reason for global warming, measures should be taken to reduce the pollution.
People who are interested in getting certified as analysts of the Chicago Home Star Energy program can get trained easily. But the candidates should already be professionally trained at the BPI and only then they can take up this course. Instead of running around people who can try reducing the energy consumption in your home, a trained family member can contribute a lot. Moreover, the Chicago Government would anyway reward people who save energy. This is valuable and at the same time can plan their homes by solar run devices which consume less power.
